Connecting Europe Facility 2019 – Annual Program

Last month, the Annual Work Programme has been published. It appears only a few funding objectives and priorities will be open for funding, for which limited budget is available.

Objective 1 Improving cross-border sections, bridging missing links, removing bottlenecks and enhancing rail interoperability, budget of € 65 million.

Priorities concern works (new construction or upgrade) (and prepatory studies) concerning cross-border infrastructure projects for railways, inland waterways and roads, as well as works concerning connections to and the development to maritime ports. Only for member states without a (internationally connected) railway network projects aiming to remove road network bottlenecks may be supported.

Aim is also to increase the use of public or private finance in order to bridge financing gaps for TEN-T infrastructure projects on the comprehensive network focusing on cross-border sections. Funding percentages are not mentioned, but ‘cross-border/ missing link/ bottleneck’ works usually receive 30% funding. Studies receive 50%.

Possible applicants are governments responsible for infrastructure, infrastructure managers, port authorities (whether or not partnering with terminal operators).

Objective 2 Ensuring sustainable and efficient transport systems enabling decarbonisation of all transport modes, budget of € 35 million.

The only open priority under this objective concerns Reducing rail freight noise, including by retrofitting of existing rolling stock. The retrofitting of wagons (only S-type and SS-type wagons) with the most economically viable low-noise braking technology available (with composite brake blocks) is supported throughout the Union. Funding rate is 20%.

Possible applicants are railway wagon fleet owners.

Under objective 2, no other priorities, like Deployment of new technologies and innovation and Freight Transport Services (Marco Polo successor), are open.
